Two financial proposals have been submitted in the final stage of the international construction tender organised by Riga Airport for the expansion of its passenger terminal. These proposals will be thoroughly evaluated over the coming months, with a final decision on the tender expected in the second half of the summer.
Proposals have been received from CCN Altyapi Yatirimlari ve Insaat Anonim Sirketi (Turkey) and RIXLA Consortium (Latvia).

The winner of the tender will enter into a FIDIC Yellow Book contract, in line with international engineering consultancy standards. The project aims to achieve a BREEAM Excellent sustainability certification. Construction of the new terminal is scheduled to begin in the second half of 2025, with completion and commissioning planned for 2029.
The international tender is being conducted in accordance with the procurement procedures of the European Bank for Reconstruction and Development (EBRD). To finance the project, Riga Airport has received binding financing offers from EBRD, Nordic Investment Bank and OP Corporate Bank plc Latvia branch.
The terminal expansion project includes a new passenger terminal building, a baggage handling and sorting complex, new access roads, and a multi-storey car park. The total planned construction area is approximately 45,000 square metres. Throughout the construction period, Riga Airport will continue full operation without interruption.
A total of 17 construction companies and consortia from nine countries applied for the prequalification stage of the tender. Five submitted technical proposals, and four were invited to submit financial bids in the final stage of the competition.
